Connected Tokyo: The Vision for a Smarter City

The Tokyo Metropolitan Government is advancing its vision for a Connected Tokyo by integrating digital infrastructure into existing urban assets, including the conversion of phone booths into free Wi-Fi hotspots. This initiative is part of a broader strategy to transform the Japanese capital into a smart city where digital power enhances the quality of life and convenience for all residents.

The effort to expand wireless connectivity aligns with the city’s goal to create an environment where all people and things are connected through the Internet of Things (IoT). By repurposing traditional infrastructure for modern digital needs, Tokyo aims to evolve into one of the world’s most convenient cities.

The Smart City Tokyo Framework

Tokyo’s smart city strategy is built upon the Society 5.0 initiative, a conceptual framework that integrates smart technology solutions across various sectors. The city’s approach focuses on several key pillars to ensure a comprehensive digital transformation:

• Disaster Prevention: Developing resilient urban environments, including fire-resistant buildings and specialized parks and community roads designed for disaster management.
• Mobility and Transportation: Implementing systems to improve urban mobility and prevent congestion, specifically ensuring resilience during earthquake scenarios.
• Urban Development: Utilizing a Data Platform to support the creation of smart city bases and the implementation of digital services.
• Education and Wellness: Enhancing educational opportunities and healthcare services to prepare for demographic shifts.

To support these goals, the Tokyo Metropolitan Government has implemented the Tokyo Data Platform (TDPF), which facilitates case study projects to refine how data is used to improve city services. As of March 31, 2026, the city announced the results of the TDPF Case Study Project for Fiscal Year 2025.

Public-Private Partnerships and Governance

The execution of these digital initiatives relies heavily on collaboration between the public sector and private industry. A key entity in this process is the Smart City Institute Japan (SCI-J), established in September 2019 as a partnership between Nikkei Inc. And Mitsubishi UFJ Research and Consulting. SCI-J focuses on researching and disseminating best practices for smart city projects through symposiums and seminars.

On the legislative front, the enactment of the Digital Procedure Law has been used to digitalize government processes, which the city intends will increase the efficiency and accessibility of public services for its residents.

Community-Centric Digitalization

Beyond the central urban core, the Tokyo Metropolitan Government has launched the Smart Tokyo Chiiki Project. This initiative is specifically designed to promote the smartization of various areas across the metropolis to solve local issues and meet the specific needs of residents.

The strategy emphasizes inclusivity, ensuring that technological advancements benefit a wide range of demographics. Efforts are being directed toward the Tokyo islands and the Tama area to provide high-speed broadband and robust support for senior citizens, children and disabled individuals.

The city continues to engage with the international community to enhance its presence in the smart city sector. This includes participation in the Smart City Expo World Congress, with the most recent exhibition results report released on March 27, 2026.

Recent events highlighting these efforts include the SMARTCITY × TOKYO – 2026 SPRING MEETING held on February 4, 2026, and the upcoming Smart City Festa, which was announced on March 30, 2026, as a gathering to showcase the latest digital content.
