A policy expert leading the next generation of Korea

A policy is a course of action determined by the government to solve a public problem. Policies are often expressed in various forms, such as laws, business plans, and government guidelines, influencing members of society. The Department of Policy Studies at Hanyang University is dedicated to cultivating policy experts who will lead Korea. Established in 2009 when the graduate school of the law system began, the Department of Policy Studies at Hanyang University has inherited the 60-year tradition of Hanyang Law School and produces public talents such as lawyers and administrative officials. In addition to a philosophical knowledge base, the Public Policy Department teaches core areas of the social sciences such as politics, economics, and law, fostering ‘generalism in the field of policy’.

The ‘PPEL’ curriculum, which the Department of Public Policy is proud of, is a newly incorporated L (law) convergence curriculum to the PPE (Philosophy, Politics, Economics) course, which is an elite training course at the University of Oxford in the UK. ‘Philosophy’, which is the foundation of all studies, lays the foundations for philosophical logic and ethics that practitioners in the public sector must possess. In addition, by learning ‘Politics·Administrative Science’, you can understand organization and the role of legislation and administration, the central axis of state power Also, through ‘economics’, students learn how the market works and the basics of financial management. In addition, in a rule of law country, all systems are determined by law, so students study the ‘science of law’ and interpret laws and precedents so that they can be applied to the process of making policy. By completing these core subjects in the humanities and social sciences, students will grow into public talents in the society of the future with relevant knowledge.

A student support program to make dreams come true on campus

The ‘Mentoring Ceremony’, held each fall, is a program that connects students with alumni who have successfully entered their dream fields, such as the legal profession, relationships, and industries, to receive mentorship from former students. In many cases, the mentor-mentee relationship established at this stage is maintained until employment. There are also opportunities to interact and make friends with students from other countries. Asian Law Students Association ALSA, an organization for international exchange and cooperation of law students from Asian countries, prepares a place to understand the legal culture of each country. In addition, through a program called ‘Dreaming for the Future in the Department of Policy Studies’ for students who are worried about their future, they can listen to special lectures from professors to prepare for their careers or have conversations with graduates.

Q. What areas do you teach in the Policy Studies Department?
A. I am responsible for the Constitution, and in particular, I teach ‘Constitution and Fundamental Rights’, ‘Constitution and the State’, ‘Constitution and Public Policy’, and ‘Constitution and Democracy’. After receiving my doctorate from the College of Law at Seoul National University, I worked as a senior researcher at the Constitutional Tribunal Research Institute at the Constitutional Court, and since 2012, I have been a professor at the Department of Policy Studies at Hanyang University. At the moment, I am responsible for the department head of the Policy Studies Department and lead teacher of the Law School Preparatory Class, and I feel great satisfaction in producing excellent students in various public areas such as the judiciary and administration.

Q. What are the benefits and advantages of joining the Public Policy Department?
A. There is a special scholarship system and education program unique to the Public Policy Department. Our department belongs to the ‘Diamond Plus’ Department, a specialist program to nurture next generation leaders at Hanyang University. The first successful applicants for the comprehensive screening of the 2024 year-round student section (general, equal opportunity) who applied for this section will receive a full 4-year scholarship provided they maintain a grade of 3.5 or higher out of 4.5 in the previous semester. In addition, students preparing for the administrative exam and law school are given various privileges, such as various lectures, mock exams, study rooms, and dormitories.

Q. I am also curious about how I can move forward after graduation.
A. First of all, it is common to go to law school (law school), commonly known as ‘law school’. Every year, more than 20 to 30 graduates of our department go to top law schools in Korea, including our alma mater, Hanyang University Law School. After graduating from law school, you can move on to what is known as the ‘Big Five Club’. If you say ‘Gumkeul Big’, it means prosecutor, trial investigator (Lo-Clock), and big law firm (Big Firm). And he shows his prominence by entering different fields, such as becoming an in-house lawyer for a company. In addition to working as legal experts, there are many graduates who move on to various fields such as diplomats, accountants, labor attorneys, PDs, and reporters. In our department, we produced the highest passer of the International Trade Series in 2017 and the youngest passer of the 2019 administrative examination, and we make achievements in recording the highest number of successful candidates in the administrative examination at Hanyang University every year. The talents produced by the Public Policy Department move on to different areas of our society and build their skills in preparation for the day to lead the future of Korea.

Q. Give advice to young people who want to realize their dreams in the Department of Policy Studies.
A. We hope that students considering entering our department will have a deep sense of inquiry and an open mind in the field of social science. Therefore, it would be good to set a goal for a career in the public sector by studying subjects related to politics, the economy, and law, reading, and club activities. I often say to our students, ‘The best in the Public Policy Department is the best in Korea’. Students who want to feel this pride together are welcome to take up the challenge at any time. Our department’s door is wide open to students who genuinely challenge themselves.
