This foreign aid package has a total value of up to 95 billion USD, including nearly 61 billion USD in aid to Ukraine, 26 billion USD for Israel and 8 billion USD for the Indo-Pacific. The package also includes a bill that opens up the possibility of banning TikTok in the US. Specifically, the bill forces Chinese parent company ByteDance to divest from the application within 9 months, otherwise it will be completely banned in the US.

The aid package was passed after months of intense negotiations, personal lobbying efforts from Ukrainian President Volodymyr Zelensky and divisions within the Republican Party in the House of Representatives.

Hard-line conservatives in the House of Representatives oppose continued US funding to Kiev and have threatened to seek the ouster of House Speaker Mike Johnson over his handling of the negotiations. At the same time, many Republicans have opposed continued aid to Ukraine because they believe the outcome of the conflict cannot be changed.
