The special issue is expected to investigate what caused the late arrival at the scene of the accident and the delay in reporting to the police command against the former chief, and how he prepared for Halloween, such as asking for deploy riot police.

Yongsan Fire Chief Choi Seong-beom also arrived around 9:40 am and replied, “I will respond to the investigation first,” to questions from reporters asking why the second phase of the response was delayed and their position on the first summons investigation.
