Representatives from Ukraine rejected assertions made by SpaceX CEO Elon Musk that their armed forces breached Starlink’s terms of service by employing the satellite internet network for offensive drone strikes. Serhii Beskrestnov, a defense technology adviser to Ukrainian President Volodymyr Zelenskyy, said pre-existing operational limitations made such offensive use physically impossible.
Elon Musk Alleges Terms Violation Over Drone Strikes
Musk claimed in a post on X that the Ukrainian military violated Starlink terms of service and used the civilian commercial service for offensive drone strikes to kill people. That loophole was closed last week,
Musk wrote. Ukrainian officials previously stated that restrictions imposed on the systems disrupted military drone operations and left the country vulnerable to Russian attacks.
Serhii Beskrestnov Cites Physical Limitations of Starlink
Beskrestnov pushed back against the allegation, arguing that built-in restrictions on the satellite systems prevent deep-strike operations. It is very strange that Elon Musk is unaware of the operational limitations of Starlink in Ukraine,
Beskrestnov wrote on Telegram. He noted that Starlink’s civilian system does not function over Russian territory and that Ukrainian drones operating on the network have been subject to a speed restriction of 70 to 90 kilometers per hour for months. Consequently, Beskrestnov maintained that using commercial Starlink for medium-range or deep-strike operations is physically impossible.
Correct. Using Starlink, a civilian commercial service, for offensive drone strikes to kill people has never been allowed, nor should it be. Starshield, a different system, is controlled by the US government. What they decide to do is up to them. Ukraine military violated… https://t.co/ZXBB8bYfPn
SpaceX Restores Access Amid Political Confusion
On Saturday, spokespeople for Ukraine confirmed that high-speed connectivity for SpaceX’s Starshield and Starlink satellite communications networks had become operational once again. Musk maintained that the U.S. government controlled changes with Starshield. U.S. President Donald Trump stated he did not make that call. SpaceX and Musk did not respond to CNBC’s requests for comment.

Ukraine Seeks Sovereign Satellite Alternatives
The service disruptions have prompted Ukraine and its allies to pursue alternative communication networks. Poland’s Deputy Minister of National Defense, Cezary Tomczyk, discussed his country’s plans for sovereign satellite systems earlier this month on the Influence Zone podcast. Ukraine has also established partnerships with Norway, Finland’s Nokia, and satellite manufacturer ICEYE to develop independent alternatives. Meanwhile, SpaceX reported Starlink revenue of $5.25 billion in the third quarter of 2026, up from $3.1 billion a year earlier, driven by $3.12 billion from consumer subscribers and $2.13 billion from government and enterprise clients, including customers like the Pentagon and the governments of France and Poland that fund service in Ukraine.
Starshield systems are owned and controlled by the US government. Any limits on speed or usage are decided by the US military and ultimately POTUS.Starlink is a commercial service owned and controlled by SpaceX. Usage of Starlink is limited to civilian or defensive activities…
