Zelenskyy emphasized the importance of public approval, stating that a referendum would “have enormous force in terms of ensuring Ukraine’s security, because I am confident that the whole world would recognize the referendum if it were held properly,” according to reports. He suggested that a nationwide vote could occur within several months if a genuine compromise with Russia is reached.

The timing of such a referendum is proving to be a sensitive issue, particularly in relation to a potential presidential election. Zelenskyy reportedly considered holding the referendum concurrently with presidential elections, believing it could boost voter turnout and enhance the legitimacy of the process. However, he dismissed as a “stupid idea” suggestions that the election should coincide with the anniversary of Russia’s full-scale invasion on February 24th.

The Financial Times reported on Wednesday that Washington is urging Ukraine to hold both a presidential vote – in which Zelenskyy would seek re-election – and a referendum on a peace plan by May 15th. The Financial Times noted significant discrepancies between Moscow and Kyiv on key territorial issues, including the Donbas region and the Zaporizhzhia nuclear power plant. Ukrainian legislation currently prohibits national elections during martial law, necessitating parliamentary amendments to facilitate a vote.

The possibility of elections in Ukraine was initially raised by former U.S. President Donald Trump several months ago.
