Ukrainian President Volodymyr Zelenskyy announced that Ukraine is working on a satellite system similar to Starlink, stating that certain states will share relevant technologies with Russia. Reuters reported that German space commander warnings have concurrently highlighted concerns for Starlink amid escalating Russian satellite activity. Developments are underway,
Zelenskyy said in a comment to the press, adding, We are working on something similar to Starlink.
Zelenskyy Urges Sanctions on Rassvet Network
Zelenskyy called on United States President Donald Trump to impose sanctions on Russian and Chinese companies involved in developing the Rassvet satellite network, which is a potential competitor to Starlink. According to details reported by Українська правда, the Ukrainian president emphasized that blocking the Rassvet network is urgent because Chinese developers are currently working on an alternative to Starlink and there is a high likelihood that Beijing is transferring this technology to Russia. Zelenskyy asserted that without Western preventative measures, Russia could end up dominating the skies over Ukraine, and that Rassvet could become operational by the end of the year or the beginning of next year. Zelenskyy also stated in a YouTube video: Russia could end up dominating the skies over Ukraine. I say this openly to our colleagues in Europe and America.
He further stated: The United States of America has this [technology]. It costs them nothing to help Ukraine. And I spoke frankly: Give it to us, help us protect the skies and dominate there.
According to Zelenskyy, once air superiority is achieved, Vladimir Putin will sit down at the negotiating table because he would lose everything
in two or three months.
Medvedev Warns of Space War Over Satellite Blocks
UNN reported that Dmitry Medvedev, Deputy Chairman of the Russian Security Council, stated that blocking the Rassvet satellite constellation would lead to a full-scale space war. Medvedev warned that low-orbit Starlink satellites would come crashing down like toys from a dried-out Christmas tree if Western nations pursued such restrictions.
Divergent Demands for Strike Authorization
While Kyiv presses for broader military permissions, significant political friction remains over how commercial satellite infrastructure is utilized in the conflict. Zelenskyy argued that it would be fair to permit Ukraine to use Starlink satellite internet for strikes inside Russia, citing the impending deployment of rival technologies by Moscow and its allies. Conversely, the Kremlin threatened dangerous consequences should Western-backed terminals be authorized for strikes deep inside Russia.

US and European Officials Face Orbital Security Gaps
Substantial diplomatic and technical questions remain unanswered as military commands in Europe and North America assess the growing militarization of low-Earth orbit. It remains unclear whether the incoming U.S. administration will act on Kyiv’s appeals to sanction the Rassvet network or alter current operational restrictions on Starlink terminals. At the same time, neither European nor American defense officials have formally detailed how they plan to counter the reported technological exchanges between Beijing and Moscow.
