ㅇ In the meantime, the government has been working hard to find a solution in relation to the safe freight rate system that triggered this situation, such as extending the sunset system for three years in accordance with requirements the cargo union in the container and cement transport sector.
ㅇ Nevertheless, a group shipping refusal has occurred, which is expected to seriously damage the national logistics system and the national economy.
ㅇ Looking at past cases, such as the joint transport refusal in June, it is expected that about 300 billion won will be lost every day.
ㅇ As a result of this collective transport refusal, the container loading rate* of ports across the country is currently 62.4%.
* Unit rate = number of stored containers / number of containers that can be accommodated in the port
For the 4 days of refusal to ship, the number of containers brought in and out was only 28.1% of the normal level.
ㅇ Currently, our economy is suffering from the war in Ukraine and an increase in global interest rates.
ㅇ Nevertheless, the national logistics system is in danger of being paralyzed because a very small number of hardline cargo transport workers belonging to Cargo Solidarity refuse collective transport, which has turned a blind eye to it.
ㅇ In addition, illegal actions such as blocking transport are carried out against operating vehicles that do not participate in the refusal to transport, and the possibility of worsening the situation increases, such as a solidarity strike with railways , and so forth.
ㅇ Accordingly, the government has judged that the logistics system, which is the core national base, is facing a serious crisis, and has upgraded the crisis alert level from ‘warning *’ to ‘severe’ at 9:00 am today (28th) .

ㅇ First of all, the Ministry of Land, Infrastructure and Transport will continue to engage in dialogue with the Cargo Solidarity, but will cooperate with the National Police Agency to respond strictly to illegal acts such as blocking transport and threats in accordance with laws and principles, such as arresting illegal operators on site and securing transport vehicles.
ㅇ In addition, measures are taken to reduce logistics damage by maximizing the available alternative transport equipment and manpower, such as using official trucks and increasing the number of freight trains.
ㅇ If it is deemed that this situation could cause a very serious crisis for the national economy, an order to start business will be issued in accordance with the Freight Vehicle Transport Business Act.
ㅇ Next, related organizations such as the Ministry of Maritime Affairs and Fisheries and the Ministry of Industry will promote emergency transportation measures, such as securing additional temporary storage facilities.
We decided to constantly check the status of damage and industry response and try and implement countermeasures to reduce the damage to the industry.
ㅇ In particular, as illegal activities become more serious, special measures are needed, and the National Police Agency has decided to respond strongly to the principle of arresting illegal actors on the spot, while implementing a rapid response team to protect normal transport.

ㅇ The government will respond to this situation under the principle of strict and swift law enforcement and zero tolerance based on fairness and common sense.

ㅇ In order to minimize the damage to the national economy, we will promptly implement all available emergency transportation measures, such as permits for paid transportation for private vehicles and temporary operating permits for transporting new cars.
ㅇ In addition, a close cooperation system will be established with local governments throughout the country as well as related ministries through the Central Disaster Prevention and Management Center.
We will deal with it strictly in accordance with the law and principles.
