Argentina‘s Shift in Foreign Policy Under President Javier Milei

In 2023, Javier Milei, while campaigning for the presidency, expressed strong anti-communist sentiments, labeling leaders in China and Brazil as “murderers” and “thieves.” His remarks aimed to resonate with the populist movement exemplified by figures like Donald Trump. However, upon assuming office, Milei’s approach appeared to soften.

At the recent G20 summit in Rio de Janeiro, President Milei met with Chinese President Xi Jinping and committed to increasing trade with China. This came shortly after Argentina’s Economy Minister signed an agreement to export natural gas to Brazil, contradicting his prior harsh stance against Brazilian President Luiz Inácio “Lula” da Silva, whom Milei had previously referred to as a “corrupt communist.”

Milei’s participation in a joint declaration with other world leaders was unexpected, considering his earlier efforts to diminish Brazil’s influence at the summit. He had opposed various international initiatives, including withdrawing from the UN climate summit and voting against resolutions supporting Indigenous rights and women’s violence.

The change in Milei’s foreign policy aligns Argentina closer to hard-right leaders, such as Italy’s Prime Minister Giorgia Meloni, who visited Buenos Aires soon after the summit. Additionally, Argentina decided to withdraw its peacekeepers from the UN mission in Lebanon amidst ongoing tensions in the region, further indicating a shift in alignment based on recent requests from Israel.

Despite criticisms from some corners who saw him as undermining multilateralism, Milei’s supporters view him as a part of a new global order. He met influential figures like Trump and Elon Musk, gaining attention and legitimacy on the world stage.

An agreement made during the summit to supply natural gas to Brazil revealed a pragmatic side of Milei. This deal, aimed at boosting Argentina’s struggling economy, likely influenced his decision to sign onto the G20’s joint declaration, despite initial objections.

Milei’s first meeting with Xi stressed the importance of their trade relationship. Argentina depends heavily on China for agricultural exports, making good relations essential amid economic challenges. China recognized Milei’s willingness to enhance bilateral cooperation, reinforcing the significance of this partnership.

While uniting some supportive factions at home, Milei’s foreign policy approach raises concerns about potential international isolation. His decisions suggest a balancing act: addressing domestic pressures while adapting to the realities of international diplomacy. The outcome of these developments remains to be seen as Milei’s administration continues to establish its identity on the world stage.
