A TF official said, “As the purpose of introducing local love gift certificates is to stimulate consumption in the region and to increase sales of the self-employed and small business owners, we plan to use the national subsidy at the places where local gift certificates are used as determined by the local government.”

Accordingly, the national subsidy cannot be used at stores affiliated with domestic and foreign conglomerates. This is because, under the ‘Act on the Promotion of Use of Local Love Gift Certificates’ (Local Gift Certificate Act), companies other than small and medium-sized enterprises (SMEs) are restricted from registering as a member of the Local Love Gift Certificate.

Global conglomerates such as Starbucks, Ikea, and Apple, and luxury brand stores such as Chanel and Louis Vuitton cannot use local gift certificates, so they cannot use this national subsidy.

The emergency disaster aid paid to citizens last year was controversial because it could be used at the stores of large foreign companies and luxury brands outside department stores, but this time it was excluded.

Franchise brands such as chicken, bakery, and cafe operated by large corporations cannot be used in stores directly managed by the head office, but can be used in franchisees operated by franchise owners.

Last year, emergency disaster relief funds can be used regardless of whether they are directly managed or affiliated with the headquarters location, and can only be used by franchisees in other regions.

Corporate supermarkets affiliated with large-scale distribution companies are also excluded from the use of national subsidies because local gift certificates cannot be used. Last year, some companies, such as E-Mart No Brand, were able to use emergency disaster relief funds, so there was a controversy over the fairness.

In addition, large marts, department stores, duty-free shops, online malls, entertainment establishments, and speculative businesses cannot use the national subsidy as they did last year.

National subsidies can be used in traditional markets, neighborhood supermarkets, restaurants, cafes, bakeries, and most non-directly managed convenience stores, hospitals, pharmacies, hairdressers, stationery stores, clothing stores, opticians, daycare centers, kindergartens, and private institutes.

In addition, even if it is located in a large mart, the national subsidy can be used at a rental store operated by a small business owner and registered as an individual franchisee.

However, the use of the national subsidy may vary slightly depending on the region. This is because there are differences in the industries in which local gift certificates can be used according to local government ordinances, etc.

For example, in Seoul, the use of local gift certificates for entrance exams and foreign language academies exceeding 1 billion won in annual sales is restricted, so it is not expected to be able to use the national subsidy.

In the case of Nonghyup Hanaro Mart in Gyeonggi-do, local gift certificates cannot be used in some large stores, so the national subsidy is expected to be available only in small stores.
