The Trump administration is conducting discussions to revive an emergency communication channel for artificial intelligence matters between the United States and China. These talks are taking place ahead of President Trump’s state visit to China, according to reporting from the LA Times.

The proposed channel is intended to function as a red phone for AI emergencies, establishing a direct line of communication between Washington and Beijing. This effort represents a shift for a Trump administration that was previously focused on achieving technological supremacy but is now reckoning with the power AI could unleash if left unchecked.

The foundation for these current discussions began in 2023 in Woodside, California. During that time, the United States and China held their first high-level talks focused specifically on the dangers posed by artificial intelligence.

During those initial meetings, President Xi Jinping and his longtime foreign minister expressed a conviction that a dedicated channel should be established between the two nations to manage AI-related emergencies.

Friction in Switzerland and Export Controls

Following the Woodside meetings, a diplomatic effort to formalize these arrangements began in 2024 in Switzerland. According to four sources who attended the talks, the U.S. Delegation arrived with high expectations that were ultimately not met.

The Chinese contingent dismissed American concerns regarding the possibility of runaway AI, describing those fears as academic or theoretical. Instead, Chinese officials shifted the conversation toward U.S. Export controls, which Beijing views as a strategic effort by the United States to limit China’s technological growth.

They naturally view any American diplomatic initiative involving limitations or restrictions of one flavor or another on a capability as being a trap.

The Peru Accord on Nuclear Weapons

Despite the diplomatic tensions and the failure of the Switzerland talks, the two nations reached a specific agreement in November 2024. During a meeting in Peru, the United States and China signed an accord agreeing to keep artificial intelligence out of the command and control systems of nuclear weapons.

Current officials indicate that the upcoming state visit and the discussions regarding the emergency channel are an attempt to build upon such agreements while navigating a landscape of mutual suspicion and risk.
