A fire engine was dispatched after receiving a report that there was a fire in the apartment complex.

The Seoul Fire and Disaster Headquarters held a training for the compulsory disposal of illegally parked vehicles in an alley in Seongnae-dong, Gangdong-gu, Seoul this afternoon.

In order not to miss the ‘golden time’ of fire suppression, it is a training to open the way for fire trucks even if illegally parked vehicles are damaged.

In fact, in 2017, a fire broke out at a sports center in Jecheon, Chungcheongbuk-do, and the fire engine’s access was delayed due to illegally parked vehicles.

With this fire as an opportunity, in January 2018, an amendment to the ‘Framework Act on Firefighting’ was passed to remove or move vehicles that interfere with the passage and activity of fire engines when urgently mobilizing for firefighting activities.

However, in April of last year, there was only one case of forcibly disposing of illegally parked vehicles when fire engines were dispatched.

Although the law is in place, it is still not easy to forcibly dispose of illegal vehicles in the field.

Lee Yong-jae, a professor of fire safety management at Kyungmin University, said, “If the owner of the forcibly disposed vehicle claims the right to indemnity through the insurance company, the dispatchers will have to go through procedures such as a police investigation. I can’t help but feel it,” he said.

He also explained the on-site situation, saying, “Even during other firefighting activities such as opening the door, there is a burden such as requesting personal compensation.”
