Prosecutors have decided to arrest and investigate criminals who have leaked industrial technologies such as semiconductors abroad in principle. It was decided to increase the number of prosecutors and investigators in the related investigation team.

On the 26th, the Scientific Investigations Department of the Supreme Prosecutor’s Office (Chief Prosecutor Jin-woo Jeong) held a ‘National Video Conference for Technology Leak Crime Prosecutors’ and disseminated a revised version of the ‘Prosecution Case Handling Standards’ with these contents .

Moving forward, the prosecution will, in principle, arrest and investigate criminals who leak or breach national core technology and major participants in the leak of foreign industrial technology. He also instituted a policy to seek a 7-year prison sentence for those who leaked national core technology abroad, and a 5-year prison sentence for those who leaked industrial technology abroad.

Investigations into technology leak crimes are centralized at basic prosecutors’ offices such as the Suwon District Prosecutor’s Office, which is the ‘industry defense high-tech central prosecutor’s office’. Starting this month, the Supreme Prosecutor’s Office has newly designated prosecutors and investigators dedicated to technology leak crimes in 28 prosecutors’ offices that are larger than secondary branch offices (branch offices with deputy chief prosecutors under the head of branch).

Currently, the number of prosecutors and investigators dedicated to technology leak crimes is 12 and 22, respectively, but will increase to 46 and 60, respectively, in the future.

An official from the Supreme Prosecutor’s Office said, “For cases of spills that occur in large national industrial complexes in each region, prosecutors and investigators in charge of the local prosecutor’s office will establish a cooperative system with related organizations to promptly reflect the situation on site. .”

According to the statistics of the Supreme Prosecutor’s Office, there were 117 cases of industrial technology leaks over the six years between 2017 and last year. Among them, 36 cases (30.7%) of national core technologies were dropped.

The amount of damage from technology leak crimes between 2017 and September last year, estimated by the National Intelligence Service’s Industrial Intelligence Protection Center based on R&D costs and expected sales, is about 26 trillion won.
