Kazakh President Calls for Peace Talks
Kazakh President Kassym-Schomart Tokayev emphasized the need for swift peace talks in the Ukraine war during Chancellor Olaf Scholz’s visit. Tokayev described Russia as “militarily invincible” and warned that further escalation would lead to “irreparable consequences” for humanity.
Tokayev expressed optimism about achieving peace, stating that all peace plans must be examined and hostilities must be stopped to resolve territorial disputes.
Russia Increases Troop Strength

Russian President Vladimir Putin has increased the number of troops in his armed forces for the third time since the start of the war against Ukraine. The target troop strength is expected to reach 2.389 million people, including 1.5 million soldiers, by December.
This represents a 50% increase in troop strength compared to the start of the war in 2022, when the number of soldiers in Russia was just over a million.
Russia Warns UN and Red Cross
Kremlin’s Warning
Russia has warned the United Nations and the International Committee of the Red Cross not to participate in an inspection mission to Kursk in western Russia, which is partly controlled by Ukrainian troops.
Kremlin spokesman Dmitry Peskov commented on the Ukrainian Foreign Ministry’s invitation, stating that Russia expects the organizations to ignore the “provocative statements.”

The Ukrainian Foreign Ministry has stated that Ukrainian soldiers adhere to human rights and work to protect the civilian population from hostilities in the Kursk region.
Ukraine has asked the United Nations for help in providing humanitarian aid to the affected people and has invited the International Red Cross to join the mission.
